At the Ordinary Council Meeting held on 15 April 2025, Oberon Council resolved to place the proposed Closed-Circuit Television Policy 2142 on public exhibition for a period of 28 days, commencing 16 April 2025.
The development of a CCTV Policy is part of Council’s commitment to maintaining community safety while protecting individual privacy. Council currently operates a limited number of CCTV systems across various sites, including public spaces and Council-managed facilities.
Need for Policy:
Governance: Provides internal controls and guidance on the appropriate installation, monitoring and use of CCTV. • Privacy: Ensures compliance with NSW privacy legislation and safeguards individual rights.
Law Enforcement: Facilitates coordination with NSW Police and meets any formal requirements through a possible Memorandum of Understanding.
Community Trust: Promotes transparency and public awareness around the purpose and use of surveillance systems.
Installation Readiness: Addresses signage, system configuration and site-specific privacy considerations before new systems are commissioned.
The report presented to Council and the proposed policy are available for download in the Documents tab of this page. Community members are invited to review the policy and provide their submissions during the exhibition period.

Guidelines a) Public Notification: Clearly inform the public about the presence and purpose of CTVs and smart sensors through signage and public notices. • Addition to Data Handling and security change the wording in sentence that states (for Investigation) change- to comply with legal requirements, and include the following as additional bullet points: a) Encryption: All data collected must be encrypted to prevent unauthorized access. b) Secure Disposal: Ensure that data is securely deleted or destroyed once it is no longer needed. • Addition to Access, extra bullet point as follows a) Implement: strict access controls and regular audits. • Under Identification Technologies, needs definition to include facial recognition is not used in public spaces. • Under Compliance and Review include the following as additional bullet points: a) Identify any potential privacy breaches b) Incident Response: Establish a clear protocol for responding to privacy breaches, including notification to affected individuals and corrective actions.
