Town Improvement Legacy Funds – Proposed Allocations

    The Town Improvement Levy was originally introduced to fund improvement projects within the Oberon township.

    Following community feedback and a formal review, Council resolved in March 2024 to discontinue the levy and absorb it into the general rating structure to improve equity across the Local Government Area. Council also committed to delivering or finalising projects already funded through the levy using the remaining Town Improvement (TI) Legacy Funds.

    Some Town Improvement projects were completed prior to the levy being removed. Others were delayed or identified as having insufficient remaining budgets to be delivered as originally scoped.

    At an Extraordinary Council Meeting on 4 May 2026, Council reviewed the remaining TI Legacy Funds and resolved to:

    • Not proceed with further kerb and gutter projects, and
    • Reallocate and apply the remaining funds to carry out or complete existing projects, within the limits of the remaining budget allocations, focusing on safety, accessibility, drainage and community facilities.

    Council also resolved to extend the timeframe to expend the remaining TI Legacy Funds to 30 June 2027, and to place the reallocation of funds on public exhibition as part of the 2026–27 Integrated Planning and Reporting (IP&R) process.

    Proposed use of remaining Town Improvement Legacy Funds

    Council has resolved to carry out and/or complete the following projects, using the remaining TI Legacy funds and the current or revised budget allocations shown below.

    Public spaces, safety and accessibility

    • The Common – completion of outstanding improvements (remaining allocation) – $5,815
    • Beautification street tree planting – continuation of works (remaining allocation) – $26,479
    • CCTV upgrades – completion of works (remaining allocation) – $4,876
    • Playground Make Safe Program – continuation of works (remaining allocation) – $186,749
    • Swimming pool upgrades – completion of works (remaining allocation) – $24,613
    • Accessible kerb crossing improvements – continuation of works (remaining allocation) – $44,928

    Drainage and infrastructure

    • Stormwater pit improvements (lintel openings to reduce blockages – remaining allocation) – $42,855
    • Rock retaining walls (works to improve appearance and ease of maintenance – remaining allocation) – $50,000

    Traffic and streetscape

    • Dudley Street / Dart Street intersection safety upgrade (revised allocation) – $80,000
    • Richards Park waterway works – removal of pipes and reshaping of the waterway (revised allocation, subject to approvals) – $100,000
    • Ross Street / Queen Street intersection upgrade – design only (revised allocation) – $15,000

    Council has resolved not to proceed with any further kerb and gutter projects, and instead to apply the available TI Legacy funds to completing or progressing the projects listed above.
